A Hawaii condo association with fewer than 20 units and buildings no more than two stories can waive independent reserve-study review for one three-year period. A majority of owners present or represented at a properly announced meeting must approve, and the association must record the vote for owners to review on request. The association must keep making annual reserve disclosures and cannot waive review during the next two three-year periods. A managing agent with industry reserve-study credentials is not, by itself, considered to have a conflict of interest for these review rules.
