The law bars adults from intentionally, knowingly, or recklessly blocking access to a health care facility or disrupting its normal work. It also bars repeated calls meant to impede access or disrupt activities, and threats of injury to people or facility property. A first offense brings at least a $250 fine and 24 hours in jail; a second brings at least $750 and seven days in jail; later offenses bring at least $1,000 and up to 30 days in jail. Aggrieved parties can sue to stop violations and seek actual damages, with court awards of up to $500 per day or $5,000 per day for a health care facility; the court can also order the conduct to stop without a bond. The winning side receives court costs and reasonable attorney’s fees, and the attorney general can seek court orders against violations; peaceful expression protected by state or federal law remains allowed.
