Funds for public employee grievance pay

For fiscal year 2025-2026, the state sets aside $66.8 million in general funds, $306,532 in transfers, and $203,736 in revolving funds for qualifying grievances by employees in bargaining units 1 and 10 and excluded counterparts. The Department of Education also receives $28.5 million in general funds and $1,299 in revolving funds for temporary hazard pay grievances. Those funds can be spent only after a signed settlement, arbitration award or order, or court order creates a legal obligation; the Department of Education must notify the finance director before funds are released. The finance director allots the funds, and unneeded balances can move between the two funds with the governor’s approval. The money may also repay general fund loans; the law does not set individual payment amounts or decide whether a grievance is valid.

Funding rules for state employee pay

Salary increases and cost adjustments under the Act are paid from their assigned federal, special, or other funds, in whole or in part. If those funds cannot cover the payments, the governor can approve another funding source. This rule sets how the payments are funded, not an extra raise or a specific employee payment.

More time to spend state funds

State departments can spend qualifying funds from Act 29, Session Laws of Hawaii 2025, and this Act through June 30, 2027. The funds must remain unspent or uncommitted on June 30, 2026. The law does not state how much money remains or provide a direct household payment.
