The law keeps Hawaii’s housing equity pilot open through June 30, 2031, instead of June 30, 2028. The state housing agency can spend up to $20 million, or less if that is all the program needs, in fiscal year 2026–2027. The pilot supports for-sale homes in transit areas: in counties with at least 500,000 people, projects must be in a transit-oriented development infrastructure improvement program area. In smaller counties, they must be in a county-designated transit area, along a major bus route, or within one-half mile of a county-defined bus stop. The agency’s equity must be assigned to specific units and reduce each eligible buyer’s price by that unit’s share. Requirements under Section 2(c) remain attached to covered deeds after June 30, 2031.
