Hawaii’s Office of Wellness and Resilience must plan a Kakou pilot with the Human Services Department. The plan covers child wellness visits, food boxes, counseling, trauma-informed care, and related support for eligible families and children at risk. Families must meet Temporary Assistance for Needy Families rules or other federally compliant standards approved by the administering agency. A preliminary report is due at least 20 days before the 2027 regular session, and the final plan is due June 30, 2027; planning ends that day. Starting July 1, 2028, the department can use these funds for the pilot, including $130,000 each year for an outside evaluator. The law does not guarantee services, and federal funding rules control if they conflict with the law.
