SB 2031 — RELATING TO CONSUMER PROTECTION.
Makes it an unfair or deceptive act or practice for businesses to: advertise, display, or offer the price of live-ticket events or short-term lodging without clearly and conspicuously disclosing the total price; and misrepresent any fees or charges in any offer, display, or advertisement for the sale of live‑event tickets or short-term lodging. Specifies that any advertisement, display, or offer of short-term lodging or live-event tickets in compliance with the federal Rule on Unfair or Deceptive Fees are in compliance with this Act. Effective 7/1/3000. (HD1)
SB 2259 — RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM.
Establishes the Hawaii Dementia Initiative Business Recognition Program within the Department of Business, Economic Development, and Tourism. Appropriates funds. Effective 7/1/3000. (HD1)
HB 2338 — RELATING TO THE HAWAII COMMUNITY COLLEGE PROMISE PROGRAM.
Addresses the change in federal law regarding Pell Grants by amending the Hawaii Community College Promise Program (Hawaii Promise) to provide scholarships for ninety-five percent of a student's unmet direct cost need and exclude grants, scholarships, and other funding sources from the calculation of Hawaii Promise awards, thereby allowing students to apply such funds toward indirect costs, including housing, food, and other living expenses, to reduce financial barriers and support student success. Changes Hawaii Promise from being a last-dollar award. Authorizes Hawaii Promise to coordinate with federal student aid programs to maximize total financial assistance available to students. Effective 7/1/3000. (SD1)
SB 888 — RELATING TO CONSUMER PROTECTION.
Prohibits operators of smart household security devices from sharing user data with law enforcement agencies unless the user consents, the law enforcement agency obtains a judicial warrant, or there is an emergency situation involving a clear and present danger of imminent death or great bodily harm. Prohibits operators from requiring users to consent to the sharing of data with law enforcement agencies as a condition of using a smart household security device. Effective 7/1/3000. (HD2)
SB 2043 — RELATING TO INSURANCE.
Until 12/31/2031, specifies that captive insurance companies that are not risk retention captive insurance companies are subject to examination no later than five years after licensure and any additional examination at the discretion of the Insurance Commissioner. On or after 1/1/2032, subjects captive insurance companies that are not risk retention captive insurance companies to examination at least once every five years. Requires the Insurance Commissioner to submit a report to the Legislature before the Regular Session of 2031. Effective 7/1/3000. (HD1)
SB 2568 — RELATING TO OFFENSES AGAINST PUBLIC SERVANTS.
Elevates the offense of harassment to a misdemeanor when committed against a public servant because of or during their performance of official duties. Effective 7/1/3000. (HD2)
