Leadership and membership of sexual assault committee

The law names two co‑chairs: the head of the Kentucky Association of Sexual Assault Programs and the Kentucky State Police commissioner, or their designees. It sets committee members from nursing, hospitals, children’s advocacy centers, the state police crime lab, social services, victims’ advocacy, a SANE, a SART representative, a physician, and a prosecutor. Some appointed members serve at the appointing authority’s pleasure and may not serve more than four years without reappointment.

Stronger statewide sexual assault response and reporting

The Sexual Assault Response Team Advisory Committee advises the Board of Nursing and the Justice and Public Safety Cabinet on statewide protocols. It creates a standard team protocol covering nurses, doctors, police, prosecutors, and victim advocates. It helps each regional rape crisis center set up a regional response team. It develops model police policies for exam kits and victim‑centered, evidence‑based investigations. Members share updates from their agencies and recommend needed changes in laws, rules, training, policy, and budget. By July 1 each year, it reports last year’s numbers for assaults reported, kits submitted and tested, charges filed, and convictions.

Sexual assault nurse program and registry

The law creates a Sexual Assault Nurse Examiner (SANE) program at the Kentucky Board of Nursing. The Board sets education, application, and continuing training rules with input from the Sexual Assault Response Team Advisory Committee. The Board hires a statewide coordinator to recruit nurses, run training, and link hospitals, police, and advocates. Only credentialed nurses may use the title “Sexual Assault Nurse Examiner” or “SANE.” The Board must launch a state SANE registry on its website by December 1, 2026, and tell each new SANE about it. The Board must also submit a regional plan to ensure SANE coverage for all hospitals by December 1, 2026.
