State legal materials available online

The state can give electronic access instead of shipping bound law books when the law requires materials. The state law librarian, under the Supreme Court’s direction, can buy bound books or give electronic access to Supreme Court and Court of Appeals opinions. These materials serve the courts and county law libraries. The law does not set a start date or new funding.

County law libraries add online tools

Counties and library trustees can offer online legal research, buy subscriptions, and the internet service and equipment to use them. They can also add books, maps, computers, and other gear by purchase, gift, or devise. Trustees choose what to buy and who to hire. A spending guardrail applies: they cannot take on debt beyond the next 18 months of expected revenue, based on the last 18 months. Library debts are paid only from the law library fund, and a bonded treasurer deposits, pays by check, and files an annual report.
