The law requires a rubber strip on any iron, steel, or wooden wheel where it touches the road. You cannot drive on a highway without this rubber on those wheels. Animal-drawn vehicles that weigh 1 ton or less and only carry people are exempt. Each violation is a fine of $20 to $100.
