The Department for Medicaid Services and its managed care plans must follow specified Kentucky insurance laws. Managed care plans must also file reports required by state law. These rules add oversight and protections for people on Medicaid.
KCHIP covers preventive care, vision services including glasses, and dental services like sealants, fillings, and extractions. Children can see a dentist or eye doctor without a referral. Families do not pay copays for covered services.
The state keeps a federally approved KCHIP plan to secure the maximum federal match and makes the program available in every region within 12 months of federal approval. The Cabinet sets who qualifies; children who qualify for Medicaid usually cannot join KCHIP. The benefits package must be at least as strong as a mid-level federal or state plan. The Cabinet writes fair contracting rules to boost competition and lets public health departments bid. KCHIP must follow certain state insurance laws.
Families in KCHIP pay a premium every six months based on income. It is $10 at 100%–133% of the federal poverty level, $20 at 134%–149%, and $120 at 150%–200%. The $120 can be paid as $20 per month or $60 per quarter.
If federal approval is needed to keep funding or follow federal law, the state must request it within 90 days. The state may delay parts of the Medicaid and KCHIP changes that need federal approval until it is granted.
