Clear cutoffs and personal college notices

By July 1, 2027, each public college sets a clear minimum academic rule for prospective admission: a GPA, or a GPA plus a test score. Beginning January 1, 2028, colleges send eligible students a personal notice with a link to the common application, state aid and scholarship info, cost of attendance, and job outcome data. By November 1, 2027, each college gives the Council its notice form for review.

One online application for public colleges

By July 1, 2027, all Kentucky public colleges use one common online application for full-time, first-year students. Starting in 2027, KEES scholarship eligibility notices include a single link, QR code, or web address to that application. This makes it easier to apply to several public schools and find aid in one place.

Proactive college outreach to Kentucky students

The state runs a proactive college admissions program. Each year, districts must invite every public high school student to join and record how to contact them. By July 1, districts report who agreed and their contact method to the state education department. By September 1, the department sends colleges basic directory data for students who did not opt out, and extra data (GPA, top test score, Governor’s program status, and preferred contact) for students who joined. Colleges use this to guide students to applications and financial aid.

Notices do not guarantee college admission

Colleges keep full control over admissions decisions. A proactive eligibility notice or applying through this program does not give acceptance or priority.
