Shorter notice and bidding for city utilities

Cities must, at least 6 months before a utility franchise ends (down from 18 months), arrange a competitive sale for franchises granted under or before the current Constitution. The city sells to the highest and best bidder on fair, reasonable terms. The terms must state service quality; in first-class cities they also set the price charged. A city can skip the sale if there is no public need and it will end the service. In non-first-class cities, the city can also skip the sale if it owns or plans to own and run the service.
