Kentucky broadband network gains borrowing authority
The Kentucky Communications Network Authority can borrow or enter financing agreements totaling up to $110 million with Board approval. It can use future revenue from government-to-government services and sales or leases of excess network capacity. It cannot use revenue committed or expected to repay other debt, or use this financing to repay existing debt. Financing plans must reach the Capital Projects and Bond Oversight Committee at least 14 days before its meeting. Agreements must reach the Legislative Research Commission within 30 days of signing. While financing remains outstanding, updates are due January 1, April 1, July 1, and October 1 each year. Updates must show remaining principal and interest, capital uses, and agreement changes. This is financing authority, not an appropriation or a guarantee of household savings or service.
Kentucky network staff face job changes
On the law’s effective date, the Kentucky Communications Network Authority’s work, duties, and records transfer to existing Commonwealth Office of Technology staff. That office’s executive director takes charge, and the Authority’s executive director position ends. By June 30, 2026, the office director must decide which former Authority staff, if any, to keep. The law does not specify workers’ pay, benefits, or severance outcomes.
