Faith-run shelters allowed in business zones

Religious groups can run private homeless shelters and temporary cooling or warming centers as permitted uses in all commercial, business, and industrial zones. They must still get any other permits required by law. This makes it easier to place temporary shelter and extreme-weather help where people can reach it.

Faster approvals for faith-based affordable housing

The law lets affordable homes built by a religious group be a permitted use with only a ministerial checklist by the planning office. All units must serve households at or below 80% of HUD area median income. The site must be owned by the religious institution, bought before January 1, 2026, and kept under that ownership for 15 years. Projects can have up to 24 units, and no more than 24 affordable units can exist on the parcel, on touching parcels, or on the group’s parcels within 0.5 mile. Sites must be in a commercial or business zone; or on certain residential parcels next to a state primary road and next to a commercial, business, or industrial parcel; or convert a former school. The 15-year affordability must be recorded, and the developer must file a yearly report. Other permits, like building permits, are still required. If the project later fails these rules, the owner must go through full local approvals. The Kentucky Housing Corporation can provide technical help.
