Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 2 costs, 0 mixed.

Medicaid ends psychoeducation coverage

Kentucky Medicaid and its managed care plans do not cover psychoeducational services, in groups or one-on-one. Peer support specialists in behavioral health settings also cannot provide psychoeducational services. If you used these services, you must seek other covered care or pay out of pocket.

More billable roles and larger groups

Treatment and behavioral health organizations must treat licensed alcohol and drug counselors as billable providers. Approved community support associates are also billable. Peer support specialists may lead groups as large as other licensed clinicians. This can increase access and earnings in those settings.

Easier path to be a case manager

You can qualify as a case manager with a bachelor’s degree in any field. Required work experience can be replaced with set training and supervision. This widens the hiring pool for mental health and substance use care.

New credentials and fees for peer support

Licensed treatment and behavioral health organizations must employ only registered alcohol and drug peer support specialists starting January 1, 2027. Until then, they may hire specialists who meet rules in effect on or after July 15, 2024. The temporary registration path is repealed. The Board sets a code of ethics, practice standards, and continuing education. The Board also sets initial and annual renewal fees, each up to $300. Only state-credentialed people may use protected professional titles.
