The law makes the listed projects the official 2026–2028 highway plan for Kentucky. The Transportation Cabinet can spend the money needed to finish these projects. Final amounts can change only based on bid results or unexpected issues. Project funding comes from the Transportation Cabinet Budget Bill. An emergency is declared, so the act takes effect immediately and work can start sooner.
The law sets the official Six-Year Road Plan by combining this act with 2026 HJR 75 and HJR 76. The Transportation Cabinet Secretary must publish one document showing the 2026–2028 construction program and the 2028–2032 preconstruction plan. This gives the public and local leaders a clear list of projects and timing.
