Full-time Parole Board with new appointment rules

The law creates a nine-member Parole Board. Members work full time, are appointed by the Governor from three-name lists, and are confirmed by the Senate. Each must have at least five years of related experience, and no more than six can be from the same party. Terms are four years and staggered; the successor to one 2026 seat serves two years. The Governor names the chair, who gets an extra $1,000 per year. The Board is attached to the Justice and Public Safety Cabinet, and the Department of Corrections must provide staff support. Members can be removed only for disability, inefficiency, neglect of duty, or malfeasance, with written charges and at least 10 days to be heard. A quorum of five is required for policy and procedure votes. These sections take effect upon enactment.

Panel voting rules for parole hearings

Parole and final revocation hearings can be decided by board panels. Two-member panels must agree unanimously; three-member panels need two votes; panels of four or more need a majority. If a panel cannot reach agreement, the full board decides.
