Limits on cabinet lights near farms

The Kentucky Transportation Cabinet must not let its outdoor lights shine on agricultural land. Agricultural land means at least 10 contiguous acres used for farming, or land that qualifies for state or federal farm programs. New cabinet fixtures installed after enactment that would encroach must be fully shielded when installed. If light reaches your farm, you can send a written complaint; the Cabinet must shield the fixture within 30 days. Fully shielded means the light is blocked so it no longer encroaches. During highway construction or maintenance, cabinet or contractor lights may encroach for up to 180 days, and must be off when not in active use for construction or safety.

Light-pollution rules start immediately

This is an emergency act. It takes effect when signed by the Governor or when it otherwise becomes law. The protections and duties apply right away.
