The state runs a 24-hour Emergency Operations Center. It manages warnings, communications, and command during disasters. The Division runs statewide alert and radio systems around the clock. It must notify the Governor and top security officials right away about major incidents and keep them updated. The Division can go on scene, lead briefings, and set up command posts to speed response.
The Division leads Kentucky’s emergency management program. A risk‑based, all‑hazards Kentucky Emergency Operations Plan guides response. The plan is updated at least once a year and sent to the Governor after each election for approval by executive order, with a copy filed with the Legislative Research Commission. All state and local agencies must use this plan in emergencies. The Division can make rules to carry out these emergency laws.
The Division identifies what supplies and equipment are needed statewide in disasters. It runs an emergency resource plan and buys needed materials and gear. During an emergency, the state may use property, services, and other resources of state or local government to respond.
The Division coordinates local emergency programs in every city and county. It may open regional field offices to support communities. The state provides grants to cities and counties to run local emergency agencies created under KRS 39A to 39F. Local agencies must send regular reports so the state can review performance and funding compliance.
The Division runs public education on emergencies and trains responders. It holds drills and exercises to test plans and improve readiness. It operates the Kentucky Qualification System to set training, certification, and credential standards for disaster and incident managers.
