Citizen boards review foster care cases

The law creates a citizen foster care review board in every judicial district. The Chief District Judge or family court judge appoints members and may add more boards if needed. Each board has at least three members who care about child welfare. When possible, it includes two professionals (law, medicine, psychology, social work, or education) and a foster parent, and it reflects local racial and ethnic makeup. Employees of the Department for Community Based Services cannot serve. Members serve three-year terms ending August 1, and must be certified before appointment; vacancies are filled for the rest of the term.
