Local public agencies can buy used vehicles or equipment without competitive bidding when the price is 75% or less of the manufacturer’s suggested retail price for that model year or date of manufacture. Purchases over $40,000 normally must be advertised in the newspaper, but these qualifying used buys are also exempt from that ad rule. This speeds some purchases and may lower costs for local governments.
Members of a fire department corporation’s board must live in the area the department serves. If a member moves out during the term, the seat becomes vacant and is filled under the usual rules. On the effective date, any trustee or director who does not meet the new residency or qualification rules is declared vacant and replaced under the normal process.
Cities can adopt a program that pays city officers for job training. For every 15 hours of approved classes, the city sets a base payment of $100–$500 that is not tied to inflation. Your yearly check equals the base amount times your multiplier; you can earn one multiplier each year, building from 1 up to 4 with continuous service. You must complete at least 15 hours each calendar year to be paid; up to 15 extra hours can carry to next year if the city allows. If you miss a year, you get no payment and your multiplier resets to 1. The city must spell out proof of completion, when it will pay, whether it reimburses you or pays providers, and which course topics count (for example, budgeting, taxes, ethics, open meetings, and police powers).
