The law creates the Kentucky Urban Youth Agriculture Initiative. It is run by the University of Kentucky and Kentucky State University extension services. Programs last one year and start each September. Kids ages 5 to 18 can apply with a parent or guardian’s permission and must be available for the full term. Local extension offices located in or serving an urban county (150,000+ people by the latest census) offer the program and review applications. A pilot begins January 1, 2027 in one or more offices. Full rollout can start September 1, 2027 as funding allows, with possible expansion on September 1, 2028. Programs include hands-on learning, internships, and apprenticeships.
An emergency is declared. The act takes effect upon the Governor’s approval or when it otherwise becomes law. This makes the new rules apply right away. It does not change the future program start dates set in this act.
