More funding tools for Agriculture Department

The Department of Agriculture can accept federal aid, nonfederal money, grants, gifts, donations, and commodities for its programs. It can receive funds from the General Assembly and other lawful sources, and must apportion and pay them out under state or federal law. The Commissioner can sign agreements with federal, state, or local agencies to handle program funds or goods.

New urban youth agriculture program

The law creates the Kentucky Urban Youth Agriculture Initiative run by University of Kentucky and Kentucky State University Extension offices, with partners. A pilot starts January 1, 2027 in one or more offices. Full programs may begin September 1, 2027 as funding allows, with possible expansion on September 1, 2028. Each program term lasts one year and starts in September on a date set by each office. Programs are offered at extension offices in or serving an urban county, defined as 150,000+ people by the latest federal census. Kids ages 5–18 may apply with parent or guardian permission and must be able to attend the full term. Offices must accept and review applications, but they decide who to enroll and include as many participants as practicable each year.
