Kentucky uses federal Workforce Pell Grant rules to decide which job training programs count. The Governor, working with the Kentucky Workforce Innovation Board, approves eligible programs. The Board sets a clear process to check programs and cannot add stricter state-only rules than federal law. The Governor also coordinates with other programs so the same student cost is not paid twice. The law takes effect immediately.
