The law creates the Autism Spectrum Disorder Trust Fund in the state treasury. The Cabinet for Health and Family Services runs it. The fund can take grants, donations, appropriations, and other money, and unspent money carries forward each year. The money pays for autism research and services for people in Kentucky. The cabinet sets up a competitive, open grant program for nonprofits, academic medical centers, and government agencies. Grants follow the council’s plan, and rules cover how to apply, measure results, and report.
The law creates the Advisory Council on Autism Spectrum Disorders, attached to the Office of Autism. The Governor appoints members from state agencies, universities, providers, self-advocates, parents, and citizens. The council must write a plan for how to use trust fund money by October 1, 2026, and update it every October 1. Each year by October 1, it reports fund use and next year’s plan to the Governor and the Legislative Research Commission. Every two years, by September 30 in odd-numbered years, it files a broader report with the Office of Autism; the first was due September 30, 2017. The council promotes early screening and intervention, better coordination, workforce training, and data tracking to improve services statewide.
