New alcohol licenses in Holyoke TOD West

Businesses inside Holyoke's TOD West area can apply for new alcohol licenses. The law creates one license to sell all alcoholic drinks for on-site drinking. It also creates two licenses to sell wine and malt beverages for on-site drinking. Only locations inside the TOD West boundary, defined in the law, qualify. The law takes effect upon passage.
