Marblehead health board grows and staggers terms

The law increases Marblehead's board of health from three members to five. The select board elects a chair each year from its members. At the first annual town election after the law takes effect, voters choose three board of health members. The top vote-getter serves three years, the second serves two, and the third serves one. After that, each seat is a three-year term as it opens. The law takes effect upon passage.
