Salem licensing board structure updated

The law sets Salem’s licensing board at three regular members plus one alternate. The mayor appoints all members, and the city council must confirm them. Regular members serve three-year terms and stay until a successor is chosen and qualified. On the law’s effective date, the mayor appoints one alternate for a one-year term. After that, alternates serve three-year terms. When a regular member cannot attend a meeting, the alternate serves as a regular member. Current board members keep serving for up to three years, or until their present term ends, whichever is sooner.
