New fund to boost Wayland library

The law creates the Millennium Fund of the Wayland Free Public Library. It is a separate account used only to support the library beyond the town budget. The Library Trustees can accept gifts and grants, including stocks, and all earnings stay in the fund. Donors may give written instructions to direct a gift to a different fund or add restrictions. The Trustees can spend fund money without another town appropriation, and the Town Treasurer pays bills as the Trustees direct. The Trust Fund Commissioners hold the fund, keep it separate, and invest it under state law. The fund is audited every year by an independent auditor, and the Trustees and the Select Board get the audit. Within 30 days after the law takes effect, donor‑intended library monies in town accounts must be moved into the fund. The Trustees may also accept tangible property gifts for library purposes and use them without a separate appropriation.
