New scholarship fund at Massachusetts Bay Community College

The law creates the Massachusetts Bay Community College Oakland Circle Scholarship Trust. The college president runs the trust. Net proceeds from the Wellesley parcel sale go into the trust. The trust also takes gifts, grants, appropriations, and interest. Money pays student scholarships without further approval. Leftover money stays for later years, and the fund cannot run a deficit.

State sells Wellesley parcel with oversight

The law lets the state sell about 3,500 square feet at 23 Oakland Circle in Wellesley (the “Gravel Driveway”) to Kimberlee A. Dow or her successors. The commissioner sets the exact lines and may add terms. The sale is as‑is, with no warranties, and done in consultation with Massachusetts Bay Community College. The price must be the higher of fair market value or value in the proposed use, based on an independent appraisal. The Inspector General reviews the appraisal and files a report. The commissioner must send both to key legislative committees at least 15 days before signing the transfer. The buyer pays all costs, including surveys, appraisals, title checks, recording fees, and deed preparation.
