Bourne gets waterline easements on armory land

This law lets the state grant Bourne permanent and temporary easements on armory land on Armory Road to run a subsurface waterline. Boundaries are set by a survey and follow a plan dated October 15, 2018 on file with the town clerk. The easements are only for installing, using, fixing, and replacing the waterline. Bourne pays all engineering, survey, appraisal, deed, and other costs, and pays the higher of full market value or the value in the proposed use based on an independent appraisal. The Inspector General reviews and approves the appraisal and issues a report, which the commissioner must send to key legislative committees at least 15 days before signing the conveyance. The deed must limit use to the waterline and include a reversion clause; after notice and a chance to fix any violation, the easements end if the use stops. Any reverted interest is handled under chapter 7C, sections 34–37, with General Court approval.
