State bond terms capped at 30 years

The law caps the term of certain state bonds. Any bonds the State Treasurer issues under sections 3 and 4 of Chapter 17 of the Acts of 2025 must have a term of 30 years or less. All of those bonds must be fully paid by June 30, 2065. This rule applies even if other laws say something else. The authority follows the Governor’s recommendation sent to the Legislature on August 12, 2025 under Article 62, Section 3 of the state constitution.
