Nantucket select board name and powers

The law updates Nantucket’s charter to use gender-neutral titles. "Selectmen" becomes "select board members." "Board of Selectmen" becomes "select board." It also states the select board and its members keep all the same legal powers as before under state law. The changes take effect upon passage.
