Avon moves to appointed town clerk

The law changes Avon’s town clerk from elected to appointed. The select board appoints a clerk for a 3-year term. The clerk keeps vital records and the town seal, gives oaths, serves as clerk of town meeting, issues licenses and permits, and runs elections. The clerk also holds any other powers given by state law. Starting on passage, the elected clerk stays through the current term; then the office is abolished and that person becomes the first appointee. If the office is vacated early, it is abolished then and filled by appointment under the charter. Voters no longer elect the town clerk, and this setup keeps services running without a gap.
