Brockton gets land to redevelop, shares proceeds

The commissioner may convey certain Brockton parcels to the city for redevelopment for $1. The city may sell or lease them. Net proceeds are split 50/50 with the Commonwealth; the state’s share can drop to 40% to speed a deal, and if net proceeds are negative the state owes nothing. The commissioner may also give small strips along Quincy Street at no cost to improve a turning lane and access to Massasoit Community College. Parcel boundaries are set by the commissioner in consultation with the college president, the mayor, and the regional planning council.

Brockton land for affordable homes and services

The law lets the state convey a Brockton parcel to the Catholic Charitable Bureau for $1. The land must be used for 100% affordable multi‑family homes for households at or below 80% of area median income, and for a community multi‑services center. The deed includes a reversion to the Commonwealth if those uses stop, after a reasonable notice and cure period. The commissioner acts in consultation with the president of Massasoit Community College.

Proceeds fund Massasoit campus repairs

The Commonwealth’s share of proceeds from these land deals goes into an expendable trust for Massasoit Community College. The money can fund campus repairs, deferred maintenance, and decarbonization projects. Spending requires agreement by the commissioner and the college president and approval by the Secretary of Administration and Finance.

Backup sale rules and buyer duties

If the Catholic Charitable Bureau does not buy the parcel by December 31, 2030, the commissioner may sell or lease it, including leases up to 99 years, for the same permitted uses. The commissioner must use competitive bidding and give at least 30 days’ public notice. An independent appraisal and Inspector General review are required, and lawmakers get 15 days’ notice before a deal. Buyers or lessees pay all deal costs, take the property as‑is, and assume liabilities at closing. If the price is below market value, the state must publish the price and the gap.
