New Cambridge job training and hiring help
The law creates the City of Cambridge Employment and Job Training Trust. It runs job training and placement for Cambridge residents. The board can make grants and loans to support hiring and training. It can accept money, including zoning-related funds, and use it for these programs.
Trust keeps funds and pays no taxes
Money given to the Trust goes straight into the Trust. It can spend its funds without extra city approval. Unspent money stays in the Trust each year. The Trust does not pay certain state and local property and income taxes.
Public meetings, audits, and reports for Trust
The Trust must hold public meetings and give notice. An independent auditor reviews its books every year. The board files at least one yearly report to the city manager with receipts and spending. The Trust files its governing declaration with the city clerk.
Board setup, ethics, and contracting rules
The board has 5 to 9 trustees, and the city manager or a designee serves ex officio. The Trust is a public employer; trustees are public employees for state liability rules and special municipal employees for ethics rules. For procurement, the Trust counts as a city board and follows city rules. But deals with Cambridge city agencies are exempt from chapter 30B bidding.
