State water authority service for Lynnfield Center

The law lets the state water authority supply the Lynnfield Center Water District in Lynnfield. Service starts only after the board votes to approve and makes six findings required by law. The board must also follow its policies and get other required approvals, including regulators and the advisory board. A separate rule called section 71 does not apply to this action. The law does not set rates or a start date.
