The law lets the state Commissioner release or change municipal-only use rules on two Payson Road parcels (H-1 and H-2) in Foxborough. In exchange, the land must carry a new use rule for housing, including market-rate and senior housing. The town can later sell or convey all or part of the land to a third party for housing. The town pays all transaction costs set by the Commissioner, such as engineering, surveys, appraisals, title checks, and recording fees.
