Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Gloucester residents lead 7-member commission

The commission has seven members. The mayor or a designee is one member. The mayor appoints six others, and the city council confirms them. Appointed members serve three-year terms, with first terms staggered. The mayor may name up to two alternates, with council confirmation. All members must live in Gloucester and know the fishing industry. Members elect a chair and vice chair by majority vote.

New Gloucester commission backs fishing industry

The law creates the Gloucester Fisheries Commission as a public body. The commission has its own seal set by its members. It is sponsored by the city and acts on fishing matters. It investigates and recommends ways to promote, preserve, and protect Gloucester’s fishing industry. The law takes effect upon passage.

Mayor can hire a paid director

The mayor can appoint an executive director for the commission. The mayor sets the director’s pay. The director runs daily work and speaks for the commission. This adds staff support but may add city costs. The law does not set a pay amount.
