New volunteer program for state prisons

Beginning October 1, 2026, Maryland creates a Volunteer Services Program in the Division of Correction. Volunteers, including formerly incarcerated people and groups they lead, can enter State correctional facilities to help with release preparation. The Division must register volunteers and keep a public registry. A volunteer’s name is shown only if the volunteer gives written consent. Volunteers must give a written schedule of visits. The Division can deny a schedule only if it would disrupt normal facility operations.
