Takeout cocktails for Baltimore County restaurants and bars

Beginning July 1, 2026, Class B or D restaurants and bars in Baltimore County can get a permit to sell sealed mixed drinks for takeout, once the Board adopts rules. Drinks must be sold with prepared food (not prepackaged snacks). Buyers must be 21 and show ID. Each drink must be in a sealed container with no straw holes. Sales must stop by 11:00 p.m. The Board can cap how many drinks one person buys per sale. The Board cannot charge an extra fee for these sales.

Baltimore County rules and health review

This law applies only inside Baltimore County. When the Board considers rules to allow off‑premises cocktail sales, it must consider public health. These requirements start July 1, 2026. This is a rule for the Board, not a new fee or benefit.
