Nonprofits can run Maryland housing repair loans

Beginning July 1, 2025, certified nonprofit sponsors can make and manage Maryland Housing Rehabilitation Program loans alongside local governments. State certification checks staff size, training, experience, and ability to review applications and oversee loans and repairs. Certain limited partnerships also qualify for projects eligible for federal programs or incentives. Each general partner must be a nonprofit, local government, or entity wholly owned by them. A nonprofit or local government must manage the project or receive its net cash flow or remaining sale proceeds. The state can include sponsors in county funding shares and offer training and technical help. Annual county allocations still consider low-income families, repair needs, local capacity, and fair distribution. The state can reserve up to 25% of Special Loan Programs Fund money and reallocate reserve funds over time. It can also manage loans directly when a local government or sponsor cannot or does not want to do so.
