Low-cost loans for educator housing

Beginning July 1, 2026, the state provides low- or no-interest loans to housing authorities, counties, municipal corporations, and county school boards that partner with developers. Loans can build mixed-income and educator workforce housing, and can help buy existing private housing. Projects must meet set-asides such as at least 20% of units at or below 50% of area median income, or 40% at or below 60%, or reserve units for educators. The Department prioritizes projects that set aside educator units and commit to paying prevailing wages.

Educator housing defined as school purpose

Beginning July 1, 2026, educator workforce housing means affordable homes reserved for teachers and other non‑administrator school employees. Financial help can include loans, grants, guarantees, and cuts to loan principal or interest. A county board of education may treat providing educator housing as a school purpose.

Nonprofits can propose educator housing

Beginning July 1, 2026, nonprofits in priority funding areas can propose educator workforce housing under the Neighborhood and Community Assistance Program. The Department can approve these projects without school board approval, but it must notify an affected county board of education before approval.
