Beginning June 1, 2026, Maryland issues special permits for trucks moving sealed seagoing containers with international freight on semitrailers. The permit treats the cargo as an indivisible load and allows up to 100,000 pounds gross weight. Trucks must meet axle count, axle weight, and axle spacing rules, follow a permit-set speed, and travel only during set hours. Travel is limited to the exact route on a designated heavy weight port corridor between Seagirt Marine Terminal and a Secretary‑approved destination, with no detours. The Secretary sets the routes, destinations, weight rules, and permit fees by regulation.
