New Maryland program for community tree planting

Beginning October 1, 2026, Maryland creates the Pamela J. Kelly Tree-Mendous Maryland Program. The Department of Natural Resources runs it and can set rules. The program supports planting and caring for native trees and shrubs. Work happens on public land, community open spaces, school grounds, and rights-of-way. This improves local green spaces but does not give direct money or tax breaks to households.
