Open Data Council and free access

Beginning July 1, 2026, Maryland renames and reorganizes the Council for Open Data. The Council has 11 members and is chaired by the State Chief Data Officer. It guides statewide open-data policy and helps agencies and local governments share data. The Council must plan to make all open data free to the public and file a report each year by January 10. The law defines “Data” as final, digital facts like tables, charts, or maps that government keeps; drafts used only for internal analysis are not included.
