Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

AEDs required in groceries and restaurants

Beginning October 1, 2026, every grocery store and restaurant must place an AED where employees and customers can reach it. Owners must keep the AED working under the maker’s and FDA rules. If they seek a Program certificate, they must register the business name. These are ongoing duties for owners and operators.

No AED certificate for police cars

Beginning October 1, 2026, law enforcement agencies do not need a Program certificate for AEDs in patrol vehicles. This removes a paperwork step for police departments. Other Program rules for registered entities still apply elsewhere.

New AED rules for certified locations

Beginning October 1, 2026, any entity that gets or keeps a Public Access AED Program certificate must name an AED coordinator. They must keep each AED and its supplies working under the maker’s and FDA rules. They must have a written plan that says to call 911 right away when an AED is used. They must set written rules for placement, care, use, and reporting that meet EMS Board standards. Each AED use must be reported to the Institute on its form. For entities other than grocery stores and restaurants, the AED coordinator must finish initial and refresher training set by the EMS Board. The Board can approve courses from public or private groups like the American Heart Association and the Red Cross. Regional AED committees are removed, and reports now go to the Institute.
