Fines and license risks for gun dealers

Beginning October 1, 2026, the Secretary may fine dealers who break the security or reporting rules. The first violation can cost up to $250; a second or later violation can cost up to $1,000. For knowing and willful violations, a second offense may lead to license suspension, and a third or later offense may lead to license revocation.

New security and reporting for gun dealers

Beginning October 1, 2026, licensed firearms dealers in Maryland must meet new security rules at any location where guns are stored. The site must have video that records inside and outside, a monitored burglary alarm, and at least one approved door or window barrier (bars, security screens, commercial‑grade metal doors, grates, or another Secretary‑approved barrier). If practicable, dealers must also use physical barriers to stop vehicle breaches. Outside business hours, all firearms on site must be locked in a vault, safe, or a room or building that meets these standards. Dealers must tell the Maryland Secretary within 24 hours after they learn of a burglary, attempted burglary, robbery, or theft, or when required security fails (for example, cameras stop recording, a barrier or monitored alarm fails, or a barrier does not stop a breach). This notice is in addition to reports to local police or the ATF. If equipment or an alarm is temporarily inoperable through no fault of the dealer, the notice is not required. The Secretary will issue rules to judge whether dealers meet these security standards.
