Fines and license loss for dealer violations

Beginning October 1, 2026, the Secretary may fine noncompliant dealers up to $250 for a first violation and up to $1,000 for later violations. For knowing and willful violations, a second offense can lead to license suspension, and a third or later offense can lead to license revocation. The Secretary adopts rules to decide if a dealer meets the security and storage standards.

Tougher store security for licensed gun dealers

Beginning October 1, 2026, licensed firearms dealers must harden their premises. They must use video cameras that record inside and outside where guns are stored, and keep a monitored burglar alarm. Exterior doors and windows must have bars, security screens, commercial metal doors, grates, or another barrier approved by the Secretary. Where practicable, dealers must add barriers to stop vehicle ramming. After business hours, all guns on site must be locked in a vault, a safe, or a secure room that meets these rules.

24-hour reporting of thefts and security failures

Beginning October 1, 2026, licensed dealers must notify the Secretary of State Police within 24 hours. They must report any burglary, attempted burglary, robbery, or theft of a gun or ammunition at the premises or where guns are stored. They must also report when required security features fail, like cameras that stop recording, failed entry barriers, or alarms that stop being monitored. This notice is in addition to any report to local police or the Bureau of Alcohol, Tobacco, Firearms and Explosives. The rule does not apply when equipment or the alarm is temporarily down through no fault of the dealer.
