Sets 15 members and seat types

Beginning October 1, 2026, the Maryland Health Care Commission has 15 members. The Governor appoints them and the Senate must confirm. Eight members must have no ties to managing or setting policy for a health care provider or a payor. The other seven seats are set: two physicians, two from health insurers or payors, one hospital representative or administrator, one nursing home administrator in Maryland, and one non‑physician health care practitioner.

Term limits and statewide representation

Beginning October 1, 2026, members serve four‑year, staggered terms and may serve no more than two in a row. A member stays until a successor is confirmed; mid‑term appointees finish the remainder only. The Governor may remove a member for neglect of duty, incompetence, or misconduct. Appointments must reflect Maryland’s regions: at least four members from different counties with 300,000 or more people, and at least three from different counties under 300,000. Of those under‑300,000 seats, one must be from the Eastern Shore, one from Allegany, Garrett, Washington, Carroll, or Frederick, and one from Southern Maryland. The Governor also seeks, as practicable, geographic balance and racial, ethnic, and gender diversity.
