More special education seats; one nonpublic seat cut

Beginning July 1, 2026, the law changes who serves on Maryland’s teacher standards board. It removes the seat for a certified nonpublic school classroom teacher nominated by the Association of Independent Schools. It adds two members from the Maryland Association of Nonpublic Special Education Facilities: one licensed special education classroom teacher and one administrator or supervisory staff member, both nominated by that association. The law keeps the six teacher education faculty seats from State colleges, chosen from nominees by the two teacher educator associations. The rest of the Board’s size and structure stay the same.
