Bigger Maryland legal aid board, tougher removals

Beginning October 1, 2026, the Maryland Legal Services Corporation Board has 12 voting members. The Governor appoints them with Senate approval. Seven must be Maryland lawyers and five must be nonlawyers. All voting members must live in Maryland and reflect different regions. The executive director is a nonvoting member. Members cannot be State officers or employees. Terms are three years and staggered. A member can be reappointed for up to two straight terms after the first term. Removing a voting member needs 9 board votes and must be for cause, such as malfeasance, persistent neglect or inability, or an offense involving moral turpitude.
